In a 40,000 rs budget, will i get a more powerful mini pc or a more powerful laptop?

no traveling. will be strictly used at home as secondary pc. need as much power as possible.

I think you need a lot of RAM for that.

Is 32GB RAM not sufficient for running VMs?

If you have ways to get used Thinkpads offloaded by IT companies, then some crazy deals can be had.
I am typing from Thinkpad T14s with 8core, 16Threads ryzen 7 cpu, 32 gb ram, touch screen and 1.2 kg with 8-10 hr of battery. I got this used for 27k from a reseller I had tasked with finding me an AMD thinkpad.
Please ignore if not ok with used.

If you decide to get used enterprise laptop then you’ll get much better quality, next best is regular laptop during sale times and last will be new mini-pc in terms of value.

Forgot about mac mini, the entry level mac mini provides an incredible performance to value ratio.

Get a mini pc imo. Budget laptops arent that durable.

if you buy some parts on the used market and dont care about warranty, then you can get away with a decent 1080p gaming rig at about 40-45k.

there are some good deals here on techenclave, and some other sites as well, you just have to do your due diligence.
