I have a laptop with M.2 SATA populated with 512GB M.2 SSD and 2.5 SATA with 1TB HDD
Removing M.2 SSD completely , will use it in USB C enclosure and adding 1TB 870 EVO SATA in it , Both Slots are exact same speeds and no decent DRAM M.2 1TB and above SSD available
Laptop use case is as you said is laptop with Win11 IOT , works perfect . And i can always use 2.5 SATA SSD anywhere whereas M.2 SATA is dead

First things first, add an SSD. Don’t go for a major overhaul. The 32GB is also overkill to me. This old laptop that I have comes with 4GB DDR4. While it gets the basic tasks done it could be better with 8GB or +8GB I thought. I haven’t upgraded though. So I’d suggest you put in just 16 gigs max. Too much RAM for old laptops is a waste imo.
As for Linux I used Ubuntu decades ago but I wasn’t able to run some games so removed it and haven’t used it since. I hear Ubuntu is a good starter distro. Mint might be perfect for you.
Oh was the 2021 laptop using a spinning HDD? Then switching to 2.5 inch SATA SSD will make day and night difference to the snappiness. Yes I concur with earlier posts first try ssd before other things.
Maybe it’s thermal throttling. Get a new thermal paste application and a thorough clean on the heatsink and fan. Use a laptop cooler as base. Should improve performance.
Its legit, I got to know about it from some techie youtube channels.
Though personally I find win 11 to be working quite well.
Consider switching to Linux. I’m using Linux Mint on a i5 9300h with 16GB memory. Works great but battery life has dropped significantly. My machine is almost always plugged in so it’s not a problem for me.
You might have to try out some distros to figure out which one works for you.
Fedora would be good beginners distro imo. Battery life is decent (I get more battery life on linux compared to windows).
Did you try Ghostspectre Windows? I love it on my systems.
