most of the phones in germany are locked to carrier. If you are lucky, you may find some phones cheaper there. few years ago, my friend purchased K800i in Germany and saved 3k rupees and got it unlocked after coming to India for 300 rupees.
for winmo/android, touchscreen check HTC Touch2 T3320 and Samsung Spica. But these are available for some 12.5k-13k.
