Am not sure how i managed so far with just 8GB of ram on my lenovo tiny M93P system , these days i constantly see the msg out of memory in my browser.
both sticks should be of the same brand and speed. Not looking to spend much as the system itself is old and showing its age for anything other than browsing and some light work.
Lucky its a ddr3 system instead of ddr4 
yeah ddr3 should be very cheap now as ddr 5 has taken over
Maybe you are not up to date with the current state of ddr4/5 market

Edit- looks like DDR3 sodimms are available for so cheap on amazon. why dont you take it from there ?
am already using 2x 4GB sticks.
the cheapest reliable brand Hynix is selling each 8GB stick for 1370 which makes it 2470rs for 16gb , doesn’t seem very cheap for me especially for an old system
Geonix seem to be selling under 700. I havent used it but I know people who bought this brand and seem to be working ok for them at least.

If your primary use case is just browsing, why not install a lightweight UNIX OS such as Xubuntu, then? 8GB is plenty for it.
Have a few windows specific softwares on it
Dont think you will get anything good for really cheap,dd3 might be old but it has also been out of production for a while,your best bet would be to try in local repair shops,they might be able to source something for you
