Which phone should be a good upgrade from s23 plus? My cousin has s25 plus and it’s camera is really watered down, so thinking of any other phone.

Google Pixel 10 Pro XL would be my first choice if going for android.

Do not upgrade. IMO upgrade in 2027. Cameras are still better than a lot of budget flagships (should compete with X200FE/OP13 IMO). S25+ uses almost the same sensor as S23+, just that colour tuning might have changed a bit.
Why do you want to upgrade?
The only substantial upgrade you can get is the battery life, if you opt for some Chinese flagship. Say for that, waiting for vivo X300 or Oppo Find X9 might be worth it for you. Performance upgrade will generally be noticeable if you are a gamer. Honestly, the year on year phone improvements are very minimal these days (except for Chinese phones with huge SiC batteries).
I would wait it out. So far your phone is good.
Look into Ultra series if looking to upgrade mainly because of cameras. Though you can get previous version phones around your budget. Samsung New series is just 4 months away too, hopefully by Feb ‘26. So get a good look into other phones too by that time.
As others have suggested..will wait till s26.
S26 series will be disappointing acc. to rumours, no major changes. Hence, I suggested 2027 for S27 series + other options will hopefully improve, including Pixel.
