Did you change sim cards on your phone ? If yes, you probably need to call Jio to get the 5G sorted. They need to manually update that from the backend.
When I changed sims from Samsung to Iphone - had to call them.
This is mine, re-added to my phone recently. Was in a thinkpad before. Postpaid 4/5G unlimited plan. I get 700Mbps up and less than 25Mbps down.
Did you check if you’re on 3500/3700 mhz band? Download netmonster app from playstore and check which frequency you’re on. 850mhz bands travel farther but with lower bandwidth.

i face similar issue.. speed between 30 to 40 mbps. Upon complaining jio, standard talks, restart the router. THen it gives me fine speed for an hr or 2 then back to same ditch. It is very annoying. Just been 1 month with it

Yes, you would need to contact Jio. They will process this backend. No amount of optimization would be helpful for you except Jio itself.
Explains why. Move around your place to find a 3700mhz / 3500mhz band. When you do, you can run a speedtest again and report back.
As per my understanding, SNR around (9 dB) is usable but not good for 5G speeds. Also, speed is not decided by SNR alone. As @2kool2btrue suggested, try moving around your place to see if your phone connects to 3500 MHz / 3700 MHz. Even if you still get slow speeds or high latency on a high speed band, it could be because the nearby tower is using microwave backhaul instead of fiber, has high user load, or the signal is struggling to penetrate indoors due to walls.
Speeds for me vary wildly on cellular (8-600mbps), depending on time of day. On both Jio,Airtel 5G.
~120 late night, ~600 early morning, ~25 during the day, and ~10 in the evening.
it’s not a signal related issue (wifiman shows ~-81±3 db i.e excellent connection). At my old place, used to get 600-750mbps all day.
traffic congestion, and infrastructure capacity are probably the limiting factors
raising complaint with your network provider may increase the chances of an earlier upgrade at your location.
Unrelated benefit of having 2 providers and mobiles-
you can combine multiple connections for higher throughput.
i use USB tethering + hostpot for mobile connections, using network bridge + MTU adjusted from 16 to 15 on the pc
