2 questions abt SkypeOut

Hi,
I wanted to know whether I can use the SkypeOut (Calling landlines using Skype) facility with my MTNL connection.
Also, has any1 used any of the skype handsets? I wanted to buy one for my parents. It will be a lot more convenient for them. I wanted to know which one is the best to buy (Below $70 range)
 
I have installed skype and also have an acct inskype , but I am feared to use it coz I till not understand their terms and policies..........Any one used skype should give me a brief idea about it
