Advice on CDMA phones

I am on Reliance connection, and looking for a handset upgrade.
I recently went to a Nokia show where they had these "Blank" CDMA phones(no connection to reliance) which can be activated using a handset change card which costs rs 25.

I was wondering wether any blank CDMA phone can be used with reliance then. That opens up a lot of choices too.
 
A Samsung A990 is the best CDMA available to all markets... Now the question is if u can get unlocked samsung phone... As for CDMA these days be it Tata or Reliance... these guys have Sim cards (T-Sim from Tata Indicom) which can be put into phones and the service can be used!!
