Please suggest phone with best snapper in this range.
 
If you want a good camera phone, would suggest to avoid the rebadged mmx/karbonn stuff as they do not seem to have good camera quality.

Would suggest to get a Nexus S/Vibrant/Captivate/Galaxy S1. Good custom ROM support.
 
FOr this budget you might get HTC One V as the best snapper: HTC ONE V T320e Brand New Mobile+ 6Months Seller Warranty+Call us 4 color | eBay Have one at home so know it.

Or you may have to play in the used phone territory. You'll be able to get, hopefully, SGS2 or Moto Razr. Hopefully.

Or you may have to consider slightly out-dated phones like SE Ray or HTC HD from ebay etc.

I am considering buying Htc one V.How is the developer support for this phone?Are there any fully working roms or jb roms for this phone?
 
As everyone here as suggested, HTC One V. Also, if you can live with Windows Phone 7.5/7.8 then get a Samsung Focus from ebay. Priced at ~ Rs. 10k on GEB, it features an excellent 5 MP camera!
