If you register .in (or other indian tlds) via indian domain provider they charge there commission fee to you and rest of the payment goes to Indian Government for India specific TLDs (you buy everything from India

If you register .in (or other indian tlds) via foreign domain provider (like namecheap etc.) they charge there commission fee to you and rest of the payment goes to Indian Government for India specific TLDs (you buy domain from foreign company, and rest goes to India)
