Most of the AIB cards fan wont spin unless desirable load is added to those cards; if the GPU outputs video signal - then it is safe to assume the card is alive and working.

Others can chime in if its incorrect or anything is missing.

White light indicate that 6/8 pin is connected.
Red light shows when connector has problem or not connected.
