Graphic Cards Availability of AMD 7-series

I was thinking of getting a new pc and was wondering if they (the 7950 specifically) were available to retailers? If yes, could you guys tell me which manufacturers they're from?
 
One of the websites, either prime or theitwares, one of these websites

nearly 31k tho

and even 7970 MSI OC is for 34k with SMC website now

7950 oc is for 29k at prime
