CPU/Mobo B250 Mobo Won't Power On

I have B250 Mobo (Socket 1151), which was running absolutely fine till Friday and now it refuses to power on - Fan never spins

Tried this
1. Reset BIOS
2. Clear CMOS through Jumper
3. Changed SMPS from the other working machine
4. Removed all the hardware and installed it back one by one.

Despite all this - nothing happens. Tested it on PCI Debug Card @ local repair shop - it says issue with the main pcb/IC on the motherboard and suggested to not to go for repair.

Any suggestions or shall I assume my mobo dead
 
Check capacitor heads on motherboard for bulging...maybe improper earthing/grounding or voltage fluctuations in your area have caused some capacitors to blow out. Capacitor replacement is inexpensive and easily repairable. Additionally i would also try by changing AC power cords, sometimes these wires get short internally causing leakage current on motherboard.
