Less than 10K Basic phone under 1.5 k with wireless FM Radio + Torch, ANY?

Want to buy a basic backup phone for my father which supports wireless FM RADIO + TORCH ,, possible at this 1.5k budget?

suggest any brand....only requirement is wireless fm and torch

Only Wireless FM Radio phone I recall is Nokia X2-02 but that does not have a torch and is around 3k IIRC
