Best budget Semi SLR (under 13k)

There is no such thing has a semi SLR.

A DSLR stands for Digital Single Lens Reflex,even cameras like the NEX-5 or M4/3 cameras are not a DSLR,since there is no reflex of the image and lack the mirror.But they all fall in to the category of Interchangeable Lens Camera or ILC these camera have much larger sensors then the p&s,ultra zoom,prosumer cameras(except pentax Q) .So they can take better quality photos and are also significantly faster at focusing,shot to shot etc.

The semi SLR as they some call it are nothing but your regular point and shoot cameras with more controls or has a higher tele zoom lens some also call them a prosumer camera like canon G12,nikon P7100 ,fuji X10 .

The ultra zoom cameras like canon SX30is /SX40HS,nikon P500 /P510 ,Sony HX100v ,fuji HS20 and X-S1 .
 
I'm also in the look out for one such camera. I would say have a look at the Fujifilm S2950 and the Nikon L120. Personally, I'm getting the FF S2950.
 
One photographer told me it's better to buy a mid-range so called semi SLR than buying the cheapest DSLRs

It really depends on how you'll be using the camera. If you just want a camera to shoot everything you want and go around without fiddling with interchangeable lenses, you'll be happier off with those 'semi' DSLRs.

If you intend to invest in some lenses, don't mind the extra bulk and even think of upgrading the body in the future, DSLRs would be better. Even if you don't want to buy a lot of lenses, I think the basic kit lens and a cheap zoom lens would suffice everything you would wanna shoot. Ofcourse this comes at a higher price than the 'semi' DSLRs.

What that photographer told you could be true to some extent, but it differs from person to person's needs. Another point he might be trying to make is it isn't worth going for the cheapest DSLRs and spending a little more and getting a mid range DSLR will be preferable in the long run. Then again, not everyone is able to increase their budget.
