Bill moved in US to increase H1B minimum wage from 60 to 130k$

As always devil is in the details. Lets see what TOI did here:
It raises the salary level at which H-1B dependent employers are exempt from attestation requirements to a new required wage level of 35 percentile points above the median national annual wage for Computer and Mathematical Occupations published by the Department of Labour Occupational Employment Statistics (roughly $132,000), which would be adjusted in the future without the need for new legislation, and eliminates the Master's Degree exemption for dependent employers.

Two caveats here - "dependent employers" and "attestation requirements", explanation for which can be googled (I found this link which explains - https://www.hooyou.com/h-1b/dependent/h1-b_depend_emplr.htm). So the sweatshops or rather 3rd party visa providers can fly under the radar by not becoming dependent employees or forgoing the attestation requirements.

Secondly the so-called "market-based solution" can include "Non-discretionary bonuses and similar compensation" (from the actual bill pdf) ie they can overprice an accommodation/food etc and call it even.

Lastly, the issue of checks and balances. Its easy if the 130k exists only on paper.

Still its a bill and there have been bills over the years. This hype is only because it is now under Trump.
 
Why has it gone unnoticed that two acts 'Protect and Grow American Jobs Act' and 'High-Skilled Integrity and Fairness Act of 2017' were proposed within a month? It looks to me like Rep. Zoe Lofgren has done her homework thoroughly.

I never would've imagined that both Democrats and Republicans would find common ground with the H-1B issue. Just goes to show how badly this visa category has been abused.
Simple, because one wants 100k while other wants 130k? Does 67% increase matter or 100% increase? And then the announcement of one comes just after the refugee ban hence the relevance of the month period. Zoe Lofgren's bill has more stipulations than the other bill which just hikes up the amount and removes the Master's degree exception. Read both the bills to understand what is the difference.

As for Democrat and Republican's well, there is use and there is abuse. I can't speak for SoCal Edison (based in California ie homeground of all the three people introducing the bills) but Disney's case with TCS looked a sure and pure case of abuse of the visas.

You've been looking at this picture from the perspective of a Indian IT bloke who wants to successfully apply for a H-1B visa. Rather put yourself in the shoes of an American worker/graduate. Not only do they have to be prepared for the reality that they're replaceable with an overseas employee/student, but they also have to live with the fact that outsourcing dictates what the market pays them.

Its a welcome move. A lot of Indians who are in US using fake documents, experience and false pretenses are going to get thrown out and only a select and worthy few are gonna be retained there with increased wages. Same for students who go there for studies. There is simply no way they are going to be hired unless they are considered really worth hiring.

H1B visa category was created to fill the gap for people with specialized skills in US, not for bringing in cheap and inefficient labor and bring down the wages for everybody. When you are talking about resources with specialized skills that you cannot find locally, you better be ready to pay them good.

Personally, I would say that even 130K is on the lower side as it represents just a 10% increase in terms of value. The 60k Min wage limit was set in 1989 and not updated since. A lot of people just get salaries close to this limit even to this day. Accounting for inflation, 60K today just represents just half the value i.e. 30k in 1989. On the same lines 132K in today's money means 66K in 1989 money. That represents just a 10% increase in min wage limit after you adjust for inflation.

Me: H1B guy in US. I think I am an idiot as well. 10 years in.. Still have to keep learning stuff to keep pace.

The only reason this is being played up is the perceived notion of protectionist environment throughout the world (not only US).
