Blocking Offensive Offline PopUp

A pop up window titled - ULWindow Seek keeps popping up on my pc screen, even when I am offline & tries to open a webpage. When I am online, I have found that it has originated from the site Search::Control. I am using Spybot Search & Destroy 1.4 in my pc besides Norton 2005, which I keep updated with the latest virus definitions. Besides running Spybot, I have deleted all the cookies of this website manually, but the pop up window has still not been disabled. Can anyone please help ?
 
Whats the web browser you are using?
Try to shift to a better browser than IE like Maxthon, Opera, Firefox etc.
These generally have inbuilt pop-up blockers which you can use to block this certain pop-up.

This also means that there is a browser hijack in your system.
I would also recommend you to download Lavasoft Adaware SE Ad-Aware SE Personal - Software - Lavasoft and scan using the same.
 
If it happens even when ur offline means its installed itself on ur system. Update Spybot S&D if u havent and go to control panel/add remove programs and check if it has installed itself on ur computer
 
Updated both Ad-Aware SE & Spybot and ran scans. Norton found the backdoor Trojan-winzzd32.dll in D:\WINDOWS\system32\winzzd32.dll. Norton could not repair it. Manual deleting also failed. So, I booted into Win98 in C:\ and deleted the dll file. Now, the pop up has stopped. I don't know how to go about it in case of pcs with single OS, ie WinXP in C:\
 
Do it in safe mode, or use unlocker. But in any case, norton would have quarantined the file if it wasnt able to delete it.
