Borderlinx exorbitant Customs fee on mobile phone

I had just bought a mobile from ebay and shipped to borderlinx, and today when i planned to checkout, i found out that they are charging 23% duty for mobile phones :O

i called their customer care, they said the duty is decided by government of India, and i will have to pay it.

Can anyone give me some official link where i can show them that the duty is 7-8% only, how the hell they got 23% value
