This is slightly old news. BSNL had inked a deal with Sri Lanka Telecom . This is the site of SMW4 and a little back-tracking reveals that SLT had been one of the main proponents of the project. Although I would be keeping an eye on the same would also say to u guys to look & report any new news u come across on either the India-Sri Lanka link or the SMW4 links. The 3rd quarter seems to be the next target for the inter-connectivity to complete.
