Earth Caller is VOIP based legal site. I have tried it. Voice clarity is also good.

Have used it. Voice clarity is good..

it does not allow you to call mobile numbers. It is ONLY for landlines in the US.

It takes more bandwidth than your regular gtalk etc, approx 10-15kbps..

afaik, skype also permits free voip calls to US landlines
