Can BSNL prepaid be linked with Aadhar in another state

Can BSNL GSM prepaid be linked with Aadhar in another state ?
Let us say BSNL prepaid issued from State A
I am in state B now
Can i go to BSNL office in State B and link mobile number issued from State A
the number is in roaming and I am not going to go to State A by 6 Feb 18 which is the deadline
BSNL office in state B are also not clear and we know BSNL guys
So what can be done ?

Little different issue with JIO also
Aadhar of State X
Jio prepaid mobile number of state Y
JIO office in state Y says that they have not started aadhar verification of aadhar"s issued from out of state

EDIT1 BSNL CC says cant be done , have to travel to SIM issuing state . Seems only option is to port out now

Can you port to the same operator in a different circle? I thought it was only if you also changed the provider.

I wanted to port from Mumbai to Maharashtra on Vodafone. I saw this in the porting faq's -

Keep in mind: Possible reasons why your port-In request could be rejected

If there is any billed outstanding amount more than Rs. 10 at the time the porting request is processed.
In case of any contractual obligations (e.g., on bundled handsets-Postpaid/Prepaid, corporate contract which has a valid exit clause-Postpaid)
If the porting request applied is for across circles.
The port-out request has been made less than 90 days from activation
The UPC mentioned in the porting request does not match the one allocated to you
There is a pending request for transfer of ownership on the number
The number is prohibited from porting by a court of law or is under judicial enquiry

Make sure your overdue bills are all paid up
Postpaid

Postpaid customers cannot port in/out if they have overdue bills.
Prepaid

Existing credit available will expire upon successful porting and will not be carried forward.

Note: Call charges, plans and VAS offered by Vodafone may differ from those offered by your earlier service provider.
Check if you’re eligible to port

You are eligible to make a porting request if you have:

An active connection that is at least 90 days old
(as counted from the date of new activation or the last port date)
No outstanding payments to the donor operator (operator that you are leaving)
No requests pending for change of ownership of the number
Your request for porting is within the same circle.

What happens to outstanding amount when customer moves to different circle?

For Vodafone to Vodafone National MNP (Postpaid to Postpaid) the outstanding in the Donor circle account will be automatically transferred to Recipient circle account within 48 hours.
