Monitors Cheap IPS lcd

Don't know any IPS monitors in that budget apart from this. Samsung for sure doesn't have any. Neither does Philips. No idea about Dell. you'd probably have to drop the IPS requirement for these brands.

The Dell S2240L doesn't have DVI connectivity,vivek.krishnan will be able to tell more about it since he has one.
@vivek.krishnan - when did you get yourself a s2240? how good is it?

The Dell monitor is very good, and has HDMI and VGA in, 2 channel audio out. No USB for soundbar 
Another plus is MCCS compatibility (most of them are) so using software to reduce brightness works like a charm.
