If yes, will your budget increase with the amount you get in reselling them ?

I'm no good seller. :(
Never sell anything in my life before.
BTW,Revit & 3DMax required more CPU horse power ?
Forgot to add those two.

You might get another 10k if you sell your CPU, Mobo, RAM, GPU, Case.
So your budget now is 30k.

Sorry, but I have not able to sold my old Intel E2180+Gigabyte G31+2GB DDR2 yet. :(
Selling online is not my thing.
I will be lucky if someone wanted to buy locally, then I might deliver to him/her directly.

Dude selling here on TE is just like having a cup of tea. You'll be assisted by everyone esp. the buyer. You just need to pack the items properly thats it and ship via the buyers preferred trusted courier service or any available good courier in your town.
Almost all of us were in your position before ever dealing online but once you do it, you'll realize how easy it is and comfortable too. :)

@20K there are very very limited options. :(
I have to save more money to get new upgrades.
Then I might get any of the following:

Gigabyte GA-H81M-S1 @4K
Corsair Vengeance DDR3 4 GB @2.5K
AMD R7 250 2GB @6K

Intel Core i3-4130 @7K
Gigabyte GA-B85-D3H @5K
Corsair Vengeance DDR3 8 GB @5K
Nvidia GTX 750Ti 2GB @12K
Total=29K

Please correct the estimate price if I'm wrong.

Intel Core i3-4130 @7.5K
Gigabyte GA-B85-D3H @5.5K
Corsair Vengeance DDR3 8 GB @5K
