Budget 21-30k CPU + Mobo upgrade

Hi, i recently got 3070ti and thinking to get processor + Mobo upgraded. Currently I am having 2200g with A320 asrock one with CX650m Corsair PSU, 16gb(8x2) Corsair venegeance 3000 .
I have installed the GPU and i do see some stutters and frame drops in valo, sifu in 1440p ultra. Thinking to upgrade this setup and don't wanna spend too much, 2nd hand will work too i guess.
Need suggestions for cpu and motherboard atleast which can eliminate these stutters. Would like to continue Ryzen, but open to suggestions for team blue. Pcie 4 would also be a nice addition if it falls in the budget
 
If I were you I'd just update the BIOS on the motherboard to the latest, buy a 5600X and swap the 2200G with it. If you don't have a m.2 nvme, get one from the leftover money.
 
I think ( and I might be wrong) but you might want to get a 5800x with a decent b550 board if you are not overclocking it...also a 750 watt psu..I think 3070ti might be throttled by 5600x
