Creating 720p or higher video out of old DVD

Have an old DVD of a function recorded using a video camera. I guess it is not even HD. Wondering which tools should I use to " remaster " it to 720p higher.

Also, how to create a video file out of the DVD the right way for remastering? Thanks.
 
What you are referring is called Upscaling , it is not a magical way of increasing the quality of the videos . Upscaling does not add new information to an image or video . Video upscaling is, however, a Process of enlarging lower-resolution video content to fit on higher definition screens . Video upscaling in a TV automatically starts when a video doesn’t use up all the available pixels on screen . Upscaling makes up for this deficit through ‘interpolation algorithms’. The TV fills blank pixels with information based on the makeup of surrounding pixels. Thus, stretching the video across the screen. You can use different softwares to achieve this like handbrake , Adobe Premier Pro etc . each software has its own advantages and disadvantages also the process varies . In the age AI there are different softwares with different level of Algorithms are available to get the job done . Would recommend Video 2X as it is free and Open source , definitely there are other paid alternatives as well.

Use Topaz Video Enhance AI for upscaling the encoded video. Handbrake is good. There are many others but haven't used them in like a very long time so don't remember at the moment
