Decent free webhosting sites

I've tried hostrator and the problem is a lot of downtimes and poor speed. I'm not that familiar with sites that do this.

Any recommendations?
 
Never bothered to search as I rarely come to this section but apparently many threads with same topic already. MySQL is necessary for vBulletin etc, right?
