Laptops Dell laptop without OS & Quotation queries

Do Dell India sell laptops without any operating system like Vista. Its like i want to buy the dell inspiron 1525 but dont want os since i plan to use Windows XP and Dell does not include XP anymore. Will this bring down the cost of the lappy. Also whenever i demand a quotation from the Dell personnel they provide me one but they say that this price is applicable only upto a certain date. I mean why is it so. Are they just trying to persuade us to buy the laptop soon.

Every quotation is based on a E-Value code on the dell site which is valid till a particular date. After the code expires, a new code is introduced with different pricing.
 
But as far as i know, an evalue code is tied to a fixed configuration that we generally find in newspapers. Moreover the dell website allows us to customize the laptop so the evalue code does not make any sense now. Is it that i am missing something ?
