Video Digital Tv Tuner Card Decodes From normal cable for free

Is it possible to get all chanels with a Digital TV tuner card..
A set top box connects to a cable wire and decodes the signals for non-free to air channels. So what if a Digital TV Tuner can do that without paying for any digital connetion?
( new to all this stuff)

there are cards which decode all free to air channels not the channels whic require payment...
