Does anyone have experience with "Direct Post Marketing" offered by Post Office.

They claim to deliver unadressed flyers based on postal codes the sender specifies.
How does this work? Do they really hand deliver or drop the mails inside or just throw them somewhere on the road(since there doesn't seem to be accountability)...
Has anyone hired such service?
Any other direct mail marketing service experience? Anything. I am really interested in knowing experiences/hearsay.
