For something so costly I'm wondering if it really increases read write speed from the 2.5 inch smr portable drives like WD 4tb etc.
 
There is absolutely no way it will do anything for 2.5" HDDs. The drives themselves are nowhere fast enough to saturate a 5 Gbps USB 3.0 A-type connector.

3.5 HDDs are faster but still, not fast enough to saturate 5 Gbps USB3. In any case, SATA itself limits them to 6 Gbps. So even if they were capable of reaching those speeds, it's not like you were leaving a lot of performance on the table by using a 5 Gbps port.

So the only time I see this being useful is for SSDs. But there also, if you have a Micro B connector, it mostly means a SATA SSD. So 6 Gbps limit applies. So at best you can gain 100 MBps with the fastest of SSDs with this connector.

usb c to usb c works but rest nope. won't be that big of a difference :)

The speed limit is in the WD drive not the connection. Even if you have fastest SSD in the planet and the HDDs installed in same system, the read write speeds are limited by the SATA interface. The speeds depends on whether it is SATA II or SATA III..
