Does anybody had shipping insurance and then got a problem with the contents of the package missing or broken. Did the company paid the full insurance.

I do , i had a shipment of declared 15k Value lost in transit , although delhivery says they pay damages upto 2.5L worth of money but to my surprise they only refunded 5k of the original amount.
What was their excuse for admitting their fault and still not paying full price
