BSNL Broadband, kolkata; i play on US servers and usually play either very early in the morning with west coast players; or late at night with EU players.
I usually get 300-400ms (This is with the tcp ack latency fix and battleping)
Almost all PvE raiding is possible (7/12 heroic icc25 so far); Arenas and PvP are impossible and frustrating however.
Anyway back to your question the lag situation has been very sketchy for the last few weeks. Between the free 2am-8am period (and more so at 2am-3am and then again 6:30am-8am) latencies shoot up to around 200-300ms higher than normal.
