Monitors External TV Tuner for Laptop as well as stand alone Monitor

Hey guys, my friend needs an external TV Tuner card for his laptop ( 15.6" screen, probably 1366x768 ). But for watching sports / movies, he wants to connect this TV Tuner directly to a 20"/22" Monitor. Budget is around 1200-1500/-, might stretch a little bit.

Pour in your suggestions. Thanks in advance :)
 
I've read some old thread here. Only found one option to be helpful - AVerTV Box Genie . Is it good for my friend's requirement ?
 
^^i dont think so as they dont forget to mention HD support in product description, its fine for normal cable tv which isnt available in HD but if you are planning for airtel HD/tata sky HD etc then its better to look at other options.
