If you are lucky you may get a 555BE which unlocks to a quad. If you are not ready to gamble stick to a PhenomII X4 925/945.
WD Blue has 5yrs warranty against Seagate's 3yrs but Seagate 7200.12 is faster than the WD blue. Decide according to your need.

Is UPS required if i use a graphics card ?

Does the Cooler master 310 cabinet is enough even if decide to buy HD 5850 Graphics card ?
 
UPS is recommended irrespective of whether you have a graphics card or not. With power loss becoming reality, its better to invest in a decent UPS.

Since you are from Chennai, you also have the option of going for NZXT Gamma Classic Black available for 1.8k.
 
If you are on a budget of 50k, i would suggest to lower down the proccy to some extent and get a good 5.1 speaker set instead of a cheap 2.1.

Whatever u do on ur comp, a good surround sound setup blows up every other aspect.

Be it watching movies or playing games or listening to music, u will enjoy every bit having a good sound setup. Moreover having a good screen without good sound is like pizza without the topping ;)
