PC Peripherals For a non-gamer: AMD or Intel?

Hi, I need to assemble a PC for someone who mainly uses office applications, media players, and the internet.

Requirements (in the order of priority):
a. snappy performance with multiple windows open
b. low power consumption
c. not too expensive

The person is a non-gamer. He occasionally does some sound-editing.

I'm not even sure about whether to go with AMD or with Intel. I read somewhere that the 780G was a terrific AMD chipset - but elsewhere I read that the mobos had some power issues. So I don't really know.

Please suggest a good CPU-Mobo combo [AMD or Intel]. I can figure out the rest of the components.
