Free C2C calls?

I am looking for free cell to cell cards between two local numbers. The Network available in my city is BSNL, Airtel, Aircel, BPL

Does anyone know which of the networks provide this service?
I talked to Aircel customer and they have some offer with postpaid plan for rs 235 a month. The only problem is their network is pathetic.
Is there any other operator among the listed one providing free call facility between C2C?
 
Airtel here in Karnataka has a 600 bucks monthly rental plan where all airtel to airtel calls are free.. its mostly available in Corporate plan.. a friend of mine asked his working friend to arrange for such a card.. :D
