My current config is something like this:
Processor Intel(R) Core(TM) i5-2500 CPU @ 3.30GHz, 3301 Mhz, 4 Core(s), 4 Logical Processor(s)
Installed Physical Memory (RAM) 4.00 GB

MSI AMD HD 7850 (2 GB )

21' Dell Monitor (1680*1050)
Corsair VX 550W PSU

DH67CL Motherboard

I'm looking to get a new system with a bigger and better monitor. I'd like to play Witcher 3 in the highest possible settings. The budget is around 70-80k. I will be buying the system by about February 1st week. I'll probably be selling the system about 3-4 months after I buy it, once I finish playing the games mentioned in the title. So, good re-sale value would help.

Thanks

Your current cpu is still good and i dont see a large performance gap between the different generations of the core series. At least not worth the cost IMO.
You would get a better gaming experience if you get a gtx 970/980 and put the balance of your budget towards a super giant awesome bazillion inch monitor.
And maybe bump up your ram to 8gb.

Another option would be to crossfire with another 7850 or r7 265, but i think the gtx 970 outperforms it.

As i see it, your cpu+mobo and psu are all fine.

i-5 2500 is a very capable cpu.Keep the cpu, mobo and ram.Use the saved cash to upgrade moitor, gpu and psu.Get a ssd if possible. This will give you greatest performance per cost.
From what i have heard even gtx 970 wont be able to max witcher 3.
