Monitors General purpose 18"-20" LCD monitor?

I want to buy one very soon and these models are available at a shop near me in Pune:

Samsung 2030 (20") ... Rs.7000
LG w2043T (20") ... Rs. 6600
Dell 1910N (18.5") ... Rs. 6200 (no DVI)
Dell ST2010 (20") ... Rs. 6750 (no DVI)
Samsung B1930 (18.5") ... Rs.6450 (no DVI)

I'm most probably going to buy Samsung 2030. Before I go out and buy it, I want to know if it is a good deal? Is that model my best bet, or is there a better alternative which I can tell the shopkeeper to get in stock? My budget is 6k - 7k+ only.
I do not intend to use it for hardcore gaming. I am just upgrading my monitor from a 17" CRT. However, I feel 1366x768 resolution would be too low so I won't prefer those.

Dell 1910N (18.5") ... Rs. 5850 +/- 50 at PrimeABGB- Mumbai IIRC :)

ya all prices r a bit on a high side here. Lets see how much he can lower.

I think it would be out of my budget. I can spend only a few more than 7k, not something in 8 thousands.

Also plz tell me if I should check for things like Horizontal Frequency, Vertical Frequency, Video Bandwidth etc.? I dunno what these things are or how much they affect performance. I only saw them on BenQ's site now. So should I consider them in detail?
