Nokias are good for music...u can get a used 5800..best phone for music..net surfing would be just okay..
has 3g tho

Get a Nokia C5 then -> Nokia C5 - Full phone specifications

if you'd prefer a QWERTY then think of Nokia E5. rock solid battery life. decent screen (not the best), stable OS, superb build quality, decent camera and good music performance!!! you should be able to get it for within 8k using right discount coupons!!
