I am getting 16GB Nexus4 at Rs 23741 from ishopinternational. Please suggest whether it is good or not, and can I trust ishopinternational?

I just asked them about LG Nexus4 16GB, and they mailed me this price.

I think @prateekS is right. If you'll use the online calculator or even request a quote, they'll send you one. However, when you pay for the item they may or may not be able to procure it for you (as a lot of other users have already bought it through them starting a couple of days back) and in the latter case you'll have to wait for around 15 days to get your money back(happened with me). You may try your luck though but there is guarantee now..
