^ A dead pixel is a pixel that doesn't display the intended colour and instead stays permanently black/off.
For eg: If the image on screen is a plain blue blackground, the dead pixel will stick out by still being black in colour.

Ghosting is a sort of image persistence on LCDs when displaying a moving image. It depends on how fast the LCD pixels can change what they're displaying. Thats why LCD panels have response times like 2ms, 5ms specified. A panel with a faster response time will not show noticeable ghosting (of course its just a guideline, and different panels have different results even with widely varying response times)

Yep, Bright pixels are supposed to be the opposite. A dead pixel is permanently 'off', a bright pixel is permanently 'on'.
A manufacturer treats both equally.
Whether they replace the panel for either defect depends on their warranty policy. Certain manufacturers don't replace the panel unless there are more than 3 pixel defects; certain others (like Dell does for certain 'Ultrasharp' series with their premium panel warranty) will replace it for any pixel defect.
