Graphic Cards Graphics card purchase suggestions

I have a small pc, a shuttle, that is connected only to a tv. The tv is always in 640x480, and in this mode the pc is capable of playing doom3 and half-life2 at good speeds. But its got an old geforce3 pre-release with software svideo and no capture ability. So what I'm wondering is what would be a good all-in-wonder style card for this computer. (Its a 2.5ghz p4 with 512mb of ram)
 
My budget would be somewhere around $200. The reason for wanting something with built-in tv tuner is that this computer only has 1 agp and 1 pci, and the pci will be taken by a second network card, and I'd like to use it as a tivo of sorts. Other than that i just want to be able to run high end games very well in 640x480, which kinda goes hand in hand with cheap cards. Problem is all the reviews on the net are based on higher resolutions.
