Hi All
Here is explanation of title.

Sorry for being tech noob

My segate 1 TB external 3.5 inch HDD in original segate casing started acting weird

It is 4- 5 yrs old not much used

esp in last 1 year whenever I attach it to pc there are sometime recoganization problems . Or windows ask "scan and fix " errors , unless it will not start.

Yesterday it started working after almost a day-long "scan & fix"

Right now I am backing up data and then going to format it and de-fragment it

Now will it help . also I was told sometimes casing fails - in fact I expereinced that with another 500 GB drive

Now is there any Free software to run to rejuvenate the HDD ? or it is approching it's end of life ?

Mods please shieft this to appropriate

No software will fix your drive if it's dying.
But before writing it off -
have you tried changing the cable?
run hdsentinel and look at/post screenshots of the results.
if it's a 2.5" HDD, change the usb cable&port
if it's 3.5" try using a different power brick.

As he said, please run a SMART diagnostic tool to determine how bad the drive is.

try HDD Regenerator
No! Please don't use HDD regenerator. It does NOT 'regenerate' your drive.
What HDD regenerator does do is repeatedly attempt to read bad sectors on a disk and this stresses your drive a lot, when done continuously for hours. This is useful if you absolutely need to recover the data on a bad sector. But, on a dying drive it is the quickest way to kill it - personal experience when I tried to salvage data off a dying drive.
