help setting up network for railwire connection

Hi guys!
I have a buffalo Hp G54 wireless router that is running on the Tomato firmware.

I also have a Railwire 2mbps internet connection. Unfortunately they do not provide a pppoe connection. Instead when you try and get on the web the first time, a login screen appears on the browser and then one has to log in.

The tomato router has the follwoing options DHCP, PPPOE, Static, PPTP,L2TP and disabled.
I am running the dhcp option.
The computers on my network have not been assigned a static ip.

Now this setup works fine as far as interent is concerned but I am having an issue being connectable with torrent trackers.
Also having real trouble getting the computers to see each other even though they are all part of the same workgroup. (they can ping each other though).

When I previously had airtel, it ran off the PPPOE option and I had set up static ips for my computers and forwarded the ports on the router. Torrents ran fine. Even without static ips my torrents were connectible.

I am not being able to figure out how to do this in my current setup or even if it is possible.

I am also having a real struggle setting up a samba server following superczars guide. (I have posted about this in the open source forum). I am wondering if that is to do with the way the network is set up.

I am not sure if what I have written above makes sense:) but would appreciate it if some one could help.

Also will post screenshots but not sure what exactly to post.

To simplify,

Is there a way to assign static IPs to computers on the network when the ISP has a web based login and run off a router?
