You can use a number of utilities to change the bitrate of your MP3 files, either up or down.
Without raining on your parade, I would like to understand why you want to do it, since you haven't mentioned.
If you're seeking higher quality, it ain't there, as most people here have already told you. As a matter of fact there will be a reduction inquality, because the tool (whatever you use), will code up to a wav file (lossless) and again apply a lossy process (MP3).
However there are some specific situations where you might want to do it. For example a sound editor will be able to store more information in a larger file, so if you're doing reprocessing or editing you may want to upsample the file. This is specially true of dinky little voice recorders which store voice at their default 96 kbps or 64 kbps. Audio editors can't do much with those files, and once you're done the re-encode makes a mess of the edit.
