Not necessarily... I got my XTX for 549$ when online prices were around 600$. Unfortunately when you buy from a brick and mortar store, u'd have to pay state tax. What u can do is have someone order it from newegg(Undertaker if hes willing to ) and ship it to your relative. And u transfer money to him.
