On jumping from Sandy Bridge to Ivy to Haswell, you should see a small bump in speed in each, this is about 5-10% at max, unless there are special optimizations for the programs you plan to run. It goes without saying that you get the additional bump in iGPU, and some QuickSync bumps as well, and some extension improvments.
 
nope, unless you're running benchmarks you won't notice much difference in everyday computing and gaming as well.

For a friend who is using a core2duo Which should i go for, E3-1230 V1 @ 8.5k or i5 4440 @ 11K.
