International Payments Not Working?

I ordered some items from international websites (2 different US sites). I first used my international credit card. The transaction went ahead but after 2 days, I got a reply back that they will not accept international credit cards!!
Anyway, I tried the only other option available , Paypal. Now, my order is on hold. They say something like they need me to verify my address by calling Paypal and providing some identity proof.

Why? I had used both my credit card and Paypal few months ago with no problem. And now i cant use any of them? Any idea on what is happening?

Maybe it is due to the recent spate of Indian CCs being used overseas fraudulently and merchants being denied their payments.
 
Which are the websites in question? Some websites clearly state that they do not accept orders from an International CC and will require a valid matching US billing address. This depends on the merchant and you cannot generalize that its affecting all international payments.
