Buying used hardware requires you to do some checks such as first - if the seller is genuine person and selling as and what is mentioned.

Second point if online do thorough check of the hardware by asking proper pics and latest videos of the hardware running with some date and time too and try to buy it if it is under warranty with bill.

Third point is seller agrees you can do 50:50 payment. Once you receive it you can pay rest. Otherwise return. That you have to workout with seller.
 
If you're buying from someone online, also make sure to ask the seller to pack it properly.
Additionally you can get transit insurance, just in case the shipment gets damaged in transit.
 
Yes. Especially if they are still in warranty. Things like Ram barely go bad over time so they are safe to buy even after warranty.
