well, no. Not really in the sense you can get someone to supply the spare if required.
The local phone waala might as well at time be able to diagnosis the problem, but getting the spare can be a headache. You can source the parts from ebay.

Since Pantech isn't officially sold in India I seriously doubt anyone would offer any kind of support for the device. I use a Burst and I was well aware of the issues of buying an imported device not sold in India.
Imported devices from main manufactures share a lot of common hardware with devices sold in India and there might be a chance for repairs of such devices. But Pantech isn't available here so no mobile service shop will want to keep stock of spares.
